Because it provides AP+mana which helps poking in laning phase. Specially when you get

scale with AP, this is the key of success in this build. And it basically means that
tankyness and mlee range are no longer a threat, but in regard we obtain lane domination with long-distance poking. Malignance Sion is very frustrating to play against. You will see laners playing too agressive because their lack of knowdledge becomes overconfidence, they see you as a complete braindead troll and start ctrl+4 and ctrl+3 spam like it's the easiest game they've played. Then, when you poke them to death their ego also dies. Just imagine getting humiliated by AP
