Hello once again, my children, for I have returned with another guide to our favorite magnetic troglodyte.
Why The Items?
Why not frozen heart? Why not thornmail? Why Why Why?
I've found that Rell doesn't need these items in support. You want to ENHANCE rather than DEBUFF. (apart from the Magic Shred items in case of a mage comp).
The ADC loadout gives your team more attack speed, gives you Sivir's ult, and doubles your own ult. You ride in on a wave of death with the force of a nuclear bomb so fast the enemy team doesn't even know what to do by the time you're half-way through giving them their last rites.
The APC loadout, as stated before, will give your mages damn-near true damage with how much magic penetration you're giving them via your passive, abyssal mask, and bloodletter's curse. 500 magic resist Ornn? Steal 15% with your passive, reduce the rest by 30% with bloodletter, then with abyssal and ally void staff, ignore 52% of the remainder. The result? You reduce Ornn's MR to 166 effective. With 4 passives, you get rid of 334 magic resist by the endgame. This loadout makes magic resist USELESS, and no other support can do it better.
If they ever add a support item that passively shreds armor in an aoe, I will make a guide featuring it.

What Changed?
If you've seen my other guides, you'll know I have dogged on using Aftershock and tank support items on Rell. Put bluntly, I was wrong. However, you can't use just anything on her (as I have stated a lot before). Rell's kit brings a lot of oomph that doesn't need a whole lot to make her more useful.
She has shield break, stun, knock-up, movespeed enchant, aoe knock-up and pull, passive movespeed, passive armor & magic resist steal, max health damage (that goes crazy, I one-shotted a tank nasus once). Itemizing the perfect support is more difficult than one would guess. Defending/Enchanting items are not great with her. YES, Knight's is great, but it takes a slot that could go to enhancing your team rather than barely saving one ally. YES, Redemption is awesome, but it no longer gives health. Locket is good, Zeke's is better. You can't be complacent or greedy with your items, you have to think of your carry while also thinking of your team. You also can't just go full support either, you have to have enough tank presence to soak damage AND be the Red Herring (or distraction if you're not familiar with that terminology). It's been a helluva lot of trial and error for me over the last few years of maining her, but I do believe I have landed on the golden ticket with how to build her (support-wise,anyway).
After her rework, Rell became the BEST support in the game and has dominated the field since. This is true as they can't get enough of nerfing her, the poor girl hasn't had a buff in almost 3 years. With proper rune-building and itemization, losing is a choice rather than a possible outcome.
