Introduction
Morgana is a diverse character that can survive a long time, deal some serious damage, and put out some powerful AOE crowd control when played correctly. She can turn the tide of a team fight and a match in general.

This ability will greatly help your survival and save you some trips back to base.

This is your main gank and crowd control spell. I would not bother using it on minions in general. Keep this spell ready whenever possible to allow yourself to trap opposing champions and get away to attack from range. Also great for trapping champions under a turret.
Important technique:
Note that when you use Dark Binding on an opposing champion, it is best to immediately follow up with Tormented Soil. This will trap them on your soil as long as possible, as any decent player will run off as soon as they have the chance.
This is your main pushing spell. Ideally you should keep this leveled up such that when you put it on a pack of minions you can take off a large chunk of health or kill them altogether. This spell is also useful for quick ranged damage as it ticks immediately after casting.

Timed correctly, this skill can easily save the life of you or your teammate more than once throughout a game. Putting it on yourself or teammates to absorb AP is good, but the best part of the best part of it is the temporary spell immunity it provides. A quick reaction can prevent a Taric stun from reaching you, for example.

Ultimate
The motherload of crowd control. Nothing like jumping into the middle of a team fight, setting this off, running with the opposition, and watching them all be stunned and nuked at once. Do not open with this, however, or you will be targeted down. Wait until the team has engaged your tank and the fight is underway to not draw much attention to yourself.
You should never feel locked into a skill sequence as Morgana. You should always adapt to the flow of the game and your current situation. As such, the skill sequence above is only a rough guide. If you are mid, you may feel it more important to push the lane and level up your AOE quickly. Laning, you may feel it more important to be able to gank and less important to push, in which case your Q will be more important. If you are up against a heavy AP user, putting a few ranks into your shield may be more important. Get a feel for your situation and adapt accordingly.
I always start with Sapphire Crystal, health pot, and mana pot. When possible head back for your Catalyst, or Rod of Ages depending on how much gold you've saved up.
I prefer mana penetration boots for the extra firepower.
Deathcap is a given for the AP boost.
The rest is up to you. Defense items such as Frozen Heart and Guardian Angel are good if you find yourself being targeted often.
Offense items such as Sceptre will give you even more nuking power, and also make your shield absorb more magic damage.
