First, why are you putting so much into defense? You're putting in so much that your heals will suffer greatly. Also, why do you have deathfire grasp? Soraka isn't supposed to do damage, and an Archangel's staff or mejai's gives WAY more AP.
I've done some math on this, and you would nearly double your Heals per Second by getting more AP and CDR. The survivability is nice, but you're not going to be healing enough to make much of a difference. This is just my 2 cents.
I'm not going to vote because you don't really deserve either a +1 or -1. It seems like there are too many issues, but it IS well made.

1. Mejais is a MUST. If you think about the price scaling (435+800) vs an amplifying tome (435) + blasting wand (860), you'll notice that you get the same kind of returns after 5 stacks (20 + 5x8 = 60), whereas if you purchased the tome and wand for 1295, you'll get the 60 solid, unwavering stacks. I usually rush it after Ionian or before depending on how good my team is at killing the other team. Snowball items are hard to hit 20 stacks, but reaching and maintaining around 7 or so isn't too difficult.
2. The 2 points in the Meditation can be better used to go into Ardor and finally Tenacity. It removes the need for the Rod of Ages. I found the change to allow you to last slightly longer in a team fight. Prior to doing this change, if I was targeted, I was going to be flattened, but after doing the change and sticking with my build, I've found that I can take a few hits more than before. Granted the RoA is a good investment and it does take the squishy out of Soraka, but in full essence, she is a healer, you'll want to stockpile as much AP as possible to drain to morale out of the other team when they see you undo all the damage they struggled to lay down.
3. My item build differs from yours with the only similarity is that I start with a Doran's Ring. Item build goes from Doran's Ring -> Ionian Boots of Lucidity -> Mejai's Soulstealer -> Rabadon's Deathcap -> Rabadon's Deathcap (by the time you get to the Needlessly Large Rod for the 2nd Rabadon's Deathcap, the other team should be crying about your heals. Err, I mean surrendering). Also, by the time you get your Deathcap, the AP you'll have on Soraka will match or surpass the AP you left in this guide. *Note* I play Soraka as a support. I am always in the back unless I need to come forth and heal, and if I am, I'm spamming Starfall while I'm running in and out. This will not work if you like to sit around with the team and let the other team focus you; it destroys your Mejais stacks. Furthermore, with your ruthless amount of AP towards end game (400+), a silence from you is grisly. It'll really pound those nails down on their coffins.
4. I know it's been mentioned before, but change the Marks already. You even mention in your guide to NOT go with MPen marks, but you still have them up on the Rune section. If this is something to throw off people that don't read, that's cool (you've found out the best way to conceal information); but if it's not, then it'd be nice if you could change those runes to the right ones. Personally, I changed out the flat rate quints to AP per level quints. I try to maximize my AP for end game, while keeping Mana Regen per level runes for my seals. *Note* I just finished a game with 700+ AP w/ an elixir in place. Global heals were over 1000 at the 2nd rank with full stacks of Mejais and a Rabadon. The end result of Astral Blessing was a 800+ heal.
5. There is a slight change up in Soraka depending on whether you want to stick with a longer survival base + CDR or if you want to just try to finish the game as fast as you can. If you work with a survival base, Soul Shroud (Swap out the Doran's Ring for Mana Manipulator early game) + Spirit Visage will keep you alive if you can hit your heals fast enough, which the CDR accounts for, the items after those 2 are still the same, Mejai's and Rabadon's will still be in the end game. The only difference I've found with 40% CDR (however you want to hit it) is that your ult goes down to 60 seconds or so and you shave off a second or two for your heal. They're great if your team is pressing you hard for your heals, but if they're not and can use a heavier heal instead of a frequent heal, skip these 2 items.
6. Most people don't know how to hang back and not be in the front lines as Soraka. I think you should include a section on how to use Starfall and Infuse, i.e. Infuse can keep Tryndamere down like a dog on a chokechain. Also, Soraka doesn't have heavy harass, so there's no point to hanging out long. That sort of thing.

Thanks for taking the time to put this together, this build is awesome and Soraka is seriously a fun hero to play - I think I've found my niche in the game as support ;).
57,477 hp healed before we defeated them - they REFUSED to surrender, even with two inhibitors down, myself keeping literally the entire team alive almost every time, and the fact we all had Baron + 2 levels on them. Was funny.
I really enjoy playing her, and having epic actions like a turret shot that would kill an ally is moving towards him but you save him just on time with her W spell, or when your team and the enemy is squaring off, slowly nipping away at each other's health with longer range spells, but your team's health doesn't go down at all because you just keep healing. Or when you're laning with someone and you NEVER have to go back. Like, you only need to go back if you want to shop.
