Truth is that ashe on her own is not very strong early but paired with vel koz she kind of is, you both enable each other.
As enemy tho yes she's high range but other then that you counter her hard.

Mandate its good to rush in 95% of cases i think
Situations when you may want to delay or skip mandate:
1. If have team that lacks damage (especially in early and mid-game). Team full of tanky, utility oriented champions or low early-game damage, scaling champions.
2. If you get a lof of kills early and you want to carry yourself
3. If enemies have a lot of healing and you want Liandyr's + Oblivion Orb as soon as possible
Mandate after nerfs is only worth if you are very very behind.
