1. Your slow doesnt scale with ap.

Glad my guide has all the information you need. Bard ADC has been through my mind a lot but I have never found it efficient enough to play it in ranked. Yes, it is fun, it has some crazy synergies (Thresh, morg, etc.) but the problem is Bard lacks mobility on botlane. I found it very frustrating to be so slow and taking more damage than you deal when poking in-lane. You will also miss a lot of farm/ kills by roaming to get your chimes. Although, in Bronze/ Low Silver, you can afford it because the counter-pokes and the good farming in-lane are almost never remembered. I do advise you to play it APC and not ADC as the AD Bardo is more of an assassin and will just get smashed without being able to play. Use boots too, so you can poke without getting bamboozled.
I'd forget Rod of Ages and start with some mana/ attack speed if I was you.

I do, however, have some questions.
Why should you never take Rabadon's Deathcap, Statikk Shiv or Dead Man's Plate?
How do you feel about buying boots and taking Ravenous Hunter, and in extension what boots would you recommend (I was thinking of Mobility boots) if I were to buy boots?
To answer your questions, I think Rabadon's Deathcap is too expensive (3800 PO) for what it gives to Bard. Indeed, it highly increases his damage but makes him so late on his other items it ends up not being worth. Also, in this meta, Bard shouldn't act only like an AP carry because he needs his team to win.
Secondly, Statikk Shiv is not an option despite the strong impact damage it provides. For more information on why I don't recommend building AD/AS on Bard check in the introduction.
Then, Dead Man's Plate could be a really good option if it gave some AP or CD too. It is true the increased movement speed and slow on first AA is really good and suits well Bard. But only granting armor and health, this will turn your Bard into a real tank which won't be able to help his team as much with the damage and it is quite unfortunate for an item worth 2900 PO. Even if in trouble, Bard should always keep his damage strong for the late-game.
Concerning the boots, I explained in the Item Section why I don't think it is necessary on Bard. Although, if you aren't sure about it and want more speed, you could consider changing Relentless Hunter for Ravenous Hunter. In that case, you are right, you would need out-of-combat speed to catch up by building Mobility Boots. Keep in mind if you use Ravenous Hunter's "lifesteal", you are going to spend 900 PO for your boots. You shouldn't worry too much about having lifesteal though because you have really strong heals ( Caretaker's Shrine) which have a low-CD unlike most AP champs needing Ravenous Hunter for the sustain.
