i like to rock AP per level Magic pen and Flat AP quints just because he doesn't struggle to stay alive ever. I use the basic AP rune page too unless i'm in the mood for trolling and then i'll rock a 9/21/0 setup with getting a WOTA, spirit visage and then just stacking warmogs and never ever dying and killing people with pool which when it goes well is hilariously fun. I go the build i go as it makes Vlad tanky and amplifys his Q to achieve UNLIMITED POWER! His skill sequence should never change as you need that Q maxed to survive and his E is his main source of income in the form of AOE creep killing.
To play well don't get over aggressive until you've at least hit 6 and your opponent is either half health or stupid. He's a very unique champion in the way of he's very dependent on levels but his Ult is the best for team fighting. Slap it down and watch as you and your team melt them away like a hot knife through butter and your gonna rack up the assist gold. He's easy to farm with as his auto attack isn't bad and his E with a bit of AP helps clear waves super fast. His pros are after level 9 with the maxed Q and my build he's basically unkillable if you know how to kite. He's also really good for being a distraction for enemy team ultimate's as if you time his troll pool right it's going to live up to it's name. His cons are he's useless until 6 and even then he needs 9 to sustain to the max, but when you're good with him after a little practice he doesn't have any cons other than anti-mages as they screw with all AP's even the troll pooling Vlad.
