Jarvan should never start with a Ruby Crystal (nor should anyone really) as he doesn't have that natural sustain, the Regrowth Pendant you listed as alternative should pretty much always be what you start with which you turn into a Philosopher's Stone asap.
Jarvan also shouldn't get a Bloodrazor imo, not only is it way too expensive, it also doesn't offer him many stats he really needs.
I would also definitely suggest some gold per 10 items in there (Philosopher's Stone/Heart of Gold), for the early game lane sustain from the Philo stone and the early tankyness from heart of gold which he later turns into a Randuin's Omen which is an amazing item on him.
Summoner spells are also very questionable.. Flash is pretty much a must, not only for the escape potentional, but also for the initiation potentional (flash -> ult).
Ok I can see your concerns but i would have you know that I have great success with this build, this is my way of building jarven and it is very strong.
ruby crystal: I've tried Doran's shield, ive tried regen pendant and I know that those both give more sustain but this is what works for me, I find that the extra 180 health makes me very hard to kill, especially coupled with my magic resist and armor runes. this is my preference, I play better this way, that said, I know that regrowth pendant is much more typical which is why I included it.
gold per 10's: I have played Jarven with gold per 10's not just once but many many times, I find it unimpressive, The point of my build is to do lots of damage so the enemy doesnt want to get close, for me this works. Also with my madreds razors I outfarm everyone, I get more gold and it also makes getting blue very easy for Jarvens mana problems. This is not another gold per five offtank build, thats not the point. there are other builds for that
summoners: read my summoner section, this outlines why i like them, also read the previous comment, but again, its your preference, tele lets me go back often without missing any farm and grabbing health pots and recharging my health.
bloodrazer gives armor, attack speed, attack damage and 4% damage per hit which just adds to the damage of his passive, I really like it, ive tried others, but really this build gives the optimum amount of attack and defense in my opinion.
dont bag it till you try it, if you have and found its not your cup of tea, then fair enough, you can go back to double gold per five builds.

please, delete your double-chapters, add more about other summoner spells (why not use
Flash is definitely a possibility and you could replace either summoner spell, but in my opinion because Jarvan becomes so tanky he doesn't need it to escape, also with your damacian standard dragon strike combo you have a built in flash, flash is much better for squishy champions who dont have so many ways to take damage (passive armor, shield, leap combo, etc.)
