So main idea isn't mine... I just made this build, because I use other masteries and runes... And wanted to show this to my friends...
About CDR
Remember the maximum cap is 40% of CDR - YOU CAN'T GET MORE ! ! !
I use CDR per level because I don't have flat CDR :(
Flat CDR is much more better!
