The cool down items are not needed. Especially with the cool down runes. even before the change your build has an 80% CD reduction that cannot be utilized, with the update that 110% of which only 40% gets utilized.

That comment's picture is too small to see., and what does alistar have to do with ryze?

As for the build guide, your cd runes and cd masteries make it so that your passive from the ult goes over the 40% max cd reduction. The runes alone make it viable to pursue other mastery paths.

maybe some defensive masteries would be a good substitute. I suggest getting butcher and feast, mental force and arcane mastery. Get rid of sorcery, spell weaving, and blade weaving.
