you are right. Viktor's W applies a 20% for 1 second after the W was upgraded by the passive.
On my opinion this doesn't influence the option to buy Rylai's Crystal Scepter in some cases. It is still an optional item.
On the one side Viktor's slow is increased to 30% over a second and on the other the item still grants 90 ability power and 350 life which is still strong. It helps against burst without hurting much.
I hope this answered your question. But it is just my point of view. Of course the item is weaker on Viktor as on other mages.
