Yeah seems so. Did not know what to expect for my first guide but felt like I had to make something for this pick as it was obviously broken. Now I just hope they nerf it enough that I can play it again without it being perma picked on blue side or banned on red. :D I'll probably update this later today as the patch is coming tomorrow.
