Comet most of the time. Consider first strike if the enemy is a tank melee who is too tanky or has too much sustain for you to kill in lane

I have but I do not like it, does not offer mana and your base damage is low so the only really useful thing about it is the waveclear. I would perhaps consider it against Kassadin but that's about it
