According to your Glacial Augment clear you go to the side of the map with no leash then take the buff then rush over to enemy buff and hopefully get it and you might come out with a kill then you would also take scuttle and back. Would you have enough gold to buy phage or stinger or even buy skirmishers sabre from that clear?

I mean , that's not how I said it at all!? You'd probably still need more gold depending on whether or not you got first blood or not and on multiple other factors because each game you have to face other people with different play styles so you have to adapt to the opponent.
Best case scenario you end up with your items after a full clear , a kill in the enemy jungle and a red buff steal. Or full clear into bot lane gank in which case you might get 2 kills, since you're an early game ganker with I suggest you get at least 1 kill for yourself early so you get your items faster.
