Here's why im not voting on this guide:
You dont have an item description. That's VITAL to any guide! Also, what sets this apart from other guides? Ok, so you included frozen mallet. That's a difference. include that in your build, make it stand out in some way. Sometimes people just down vote cause they get bored.
I also think you should add a description for viable runes. Shen is one of those rare champs that has a huge possibility of different run combinations.

Sorry about the mastery page images, I will be sure to credit you for that and it may seem identical but it's really not because i am going to be adding more sections about MY playstyle and Jungle Shen. Sorry if it seems like i am copying yours but the reason i made it is because i enjoy playing him and is my most played champion.
It's ok. However u should archive this guide cause as you see the downvotes began about it being incomplete. I'm waiting for the full guide to be up!

However, I have to say, and I don't mean to offend you in any way, that your guide is actually a smaller version of mine. From the item selection to the masteries and spells. Of course being similar to mine doesn't mean you don't have the right to publish it. That's your OWN guide! However why publish a guide almost identical to one already existing?
Also a little tip: Don't publish an unfinished guide because you may get a visit by a certain person that downvotes all incomplete guides.

It now pretty much looks like a skinned-down rewritten version of the other Shen guides around here. Would be nice to see some content about your personal playing style and preferences. Also, did you ask Roronoa EvrIs permission for using his mastery pics in your guide? Otherwise you might get trouble with it. I think the guide could do with an ability explanation section.
Also, that "complete guide" in your title seems a little ironic to me ^^
