Playing as Vladimir, I find it easy to 1) Harrass and 2) Stay high health. I find that going defensive masteries instead of utility better seeing Ardor, Veteran scars, Tenacity etc are much better than slight cooldowns, exp gain and gold earned. Maxing Sanguine Pool last makes you REALLY REALLY vulnerable, so it should be maxed 2nd, after transfusion (or Tides of blood, seeing that rushing a spellvamp item makes it much easier to go for annoying damage build). For me, rushing Rabbi's Deathcap is a MUST, either after some tanky AP item like Rylai Scepter or something like Hextech revolver/WotA.

Your playstyle is almost confirmed different, and your escape plan is really unreliable. This makes you easy killer in mid game, but you die much faster and cannot pose as a good off-tank AP spellcaster (that most vlads are).

Things like Magic Pen (Primary runes) serve vlad much better. Maybe CDR blues and even quints, but definitely not reds.

i like the build. its gernerally what i use but there are some exceptions. i ussually build rababdons after rylias or sometimes before for the massive boost in damage. i max pool before ToB because it reduces the cd on it by alot. i also like to grab ghost instead of flash but thats just preference. one more thing id like to touch on is the runes... i dont like them at all. i just dont see how the cdr is all that important. i ussually grab Mpen marks, flat health quints, and flat ap seals and glyphs. all in all i thought it was a decent build though good job.
