I do have an offensive build with Singed. Masteries similar to what you have 21/0/7 but I totally disagree with the rest. I use items frostfrang, rabadon hat, rod of age, liandry torment. My runes magic pen, ability power, cooldown reduction. To me, you should focus on ability power to build an offensive Singed.

How am I finding this guide? You managed to find my guide and you hated on it without trying. Its funny really, because your so much worse :/
