If the base CD is 8 sec on and max CDR is 40%, I dont see how you could have 3.8 sec CD :)

I'll have a look and possibly change it, the main reason for this, however, is that it's not all that often you finish the build up to Morello's, plus the early game CDR is amazing. So even though the CDR cap is reached, I believe that going flat AP seals would reduce the chance of getting first blood or kills in early - mid game. But thanks for the input, mate :)

ill test this out and see what i think, but one thing, no need for CDR runes, you get 39 percent from items and masterys alone, that 1 percent off the cap, so i think flat AP or mana regen yellows would be more beneficial
