Hey! heres some quick notes until I update this into a full and extensive guide.
*Max Q first always
*If you get behind, don't follow my build exactly (behind being 1/4 2/3 unless you have 1st blood) and you may have to end up getting 3 doran's blades then "convert" them to the actual build.
*Pros/cons
Pros:
auto attacks strong and nukes with Q.
*Team ulti gives attack and movement speed (good for escaping or pushing a lane)
*E gives mana if you block a skill.
Cons:
*very squishy and focused in team fights
*Has Mana problems at the beginning if you miss her E a couple of times.

*Always stay moving!

I'm still experimenting with runes but if you have generic attack damage ones those work fine

Hey I'm Xovien. When I first started out I played Sivir (the old terribly nerfed one) a whole lot. As I got better, I played Garen for a while (build coming soon). Then becoming terribly bored with dying once every 5 games, I moved to a squishier, more skill required champion (Ahri) I'm very good with Ahri, especially her Q which marks great resemblance to Sivir's Q. I just started playing the new Sivir and all the work with Ahri has made my skill shots superb.
***Important Info*** This build works for me and if it doesn't work for you, don't thumbs it down please. Just because you don't play sivir the same way I do doesn't mean someone who plays or will play her like I do because some person thumbs it down because he can't hit a skill shot.

Playing in Ranked, you may want to change the recommended items up a bit. Instead of phantom dancer, you may want to get the phantom dancer first just switching up its play. Also, ranked, as you probably know, is more intense then regular play so play more passive at the beginning and strike when you know you can get a kill. Use your ultimate when you are pushing a lane to win, baronning, in a very close team fight, or escaping. It's on a pretty short cooldown so if you waste it once in a team fight you already one or to get to a fight. That is okay as well as long as you don't over do it. In the beginning during the laning phase, its okay to use it to finish off kills.

Sivir doesn't really have any skill combos. Farming minions you go Q-W and for counter attacks E-Q but those are really the only ones she has.

You are going to want to stick to the 21/0/9 masteries above. Maybe switch utility a bit if you're experimenting but those are the pretty standard masteries.

Still experimenting with runes! Next update will include a recommended set of runes.
