This build is different than everyone elses Skarner build. This is focused on AD instead of both AD and AP, it's also focused on attack speed and crit. Now I can't say this build is better than the highest rated builds for Skarner, but it's the funniest to me, and that's what it's all about.
Best game i've had with this build so far is 33/2/14
Deal with it.

I focus the mastry tree in all the physical damage, crit and speed masteries i can find with some masteries in defense to increase my survivability in a team fight. I even have three points in sorcery, making my spells colldowns reduce by 3% making me able to use crystal slash more often.

I have the same skill level build as many others and that's because it's pretty much perfect, max crystal slash first for the damage input, then max crystalline exoskeleton for the shield but mostly for attack speed and movement speed bonus. In this build you don't use fracture that much at all, so max it last. Impale you max whenever it's possible to uppgrade.
This build is perfect for skarners passive wich is energize wich says ''Basic attacks lower the cooldowns of Skarner's abilities by 1 second against champions and 0.5 seconds against non-champions.'' Crystal slash is on about 3 sec cooldown but when you have very high attack speed you can use it about all the time, and because crystal slash slows and you have alot of movement speed the enemy is down in seconds! if the enemy still get's away (master yi) i've put in exhaust and flash to get to targets and if that don't work... use Impale to ensure the kill.

My rune build is all about speed and crit.
Begin with nine attack speed marks and nine critical chance seals, i do a balance of the two by having five attack speed glyphs and four critical chance glyphs. I end it all with three insane movement speed quintessences. Many people might think it's dumb to have three movement speed quintessences when you allready have enough movement speed, I think it's awesome, with this rune build you can catch up with any opponent, you have epic attack speed and over sixty and almost seventy percent critical chance. and with the increased attack speed you can now spam your crystal slash even more, making the other team furious because of the speed they can't handle.

I open up buying a Dorans blade to get some nice damage up early in the game and hopefully first blood. After i've achieved 350 gold or more, I head back to buy me some boots, I wait with berserkers greaves and buy zeal to continue to pump in damage and starting to build my attack speed. After zeal i begin to build up the items that's going to be used until the end with berserkers greaves. Next up, I buy a bloodthirster and even tho bloodthirster ain't attack speed or critical chance it has life steal. Life steal get's you to stay longen in lane by getting life for hitting minions. After bloodthirster I uppgrade my zeal to phantom dancer wich give me everything i want with the build, speed and critical chance. I save up to a black cleaver after that wich lowers the armor of those I damage wich makes them die easier. I buy the sixth slot of my item space wich is a madred's bloodrazor basicly because it's 40% attack speed. I end up selling dorans blade if you haven't done that before and buy Infinity edge because it's just awesome. You can switch out something for some health but i decided I wanted just as much damage as possible.
