Introduction
I Choose mainly Def runes to maximize Skarner's staying power in a lane I choose flat over per lvl because i enjoy the chuck boost it gives you off the bat rather then gaining it gradually throughout the game, Mainly becuase this build will give him the much needed boost he needs late game with out the per lvl's.
i star with doran's ring for the mana regain and heath the ap is a bonus in my eyes, from there i take my boots of speed i can leave these just at boots of speed mainly because Skarners W can help him keep up until your ready to finish you mercury treds after that i take the ROA (rod of ages) to get my mana, health and AP to a solid stable point from there it's really a matter of preference if the team is heavy with ap i would rush banshees vail over frozen heart but if the teams leaning more towards ad do the opposite or if you've gotten fed witch as a tank does int happen often but i love it when it does, pick up ur rylai's for the added slow on top of your Q's slow. But again the last 3 item purchase order is up to your enemy team.
i take improved exhaust and flash, i take exhaust mainly because it can help in a chase and landing your ult or it can take a annoying melee dps out of the fight for a few sec's allowing you and your team to deal with squishy casters or ranged dps carry's, flash is merely and escape or a gap closer to land that killing blow. i didn't take ghost purely base on the fact that his shield speeds him up but this is debatable as a better gap closer.

PROS-
* Amazing Staying power
* Constant damage
* Great support potential
* lane Destroyer
CONS-
* poor mana off the start
* may not have the damg people expect from a dps *but your playing as a tank so no one should complain to much*
* if you have a bad start it could lead to be super under powered late game
*relies on team to do high damg

Team work goes hand and hand with how a tanky Sakrner should work in a lane with a dps taking hits and giving the dps time to put out the damg to get fed *note if you can get a kill fine but don't steal kill's from you dps they will thank you late game when they eat your enemy team*
in team fights Skarner works just the same pop your shield charge for the squishy grab them with your ult then let you team depose of there damg while your start slowing the running enemy team. :)

in conclusion despite how most people play Skarner, I do prefer to play him as a tank, i am aware thats not his title but he does it well so i'm not gunna judge.
