i highly suggest maxing E first if going support.
with your current sill build your just building a tanky AP orianna with lots of wards.
you have no way of protecting your carry if all you have is a ball :P the ball gives MR,armor, and a nice shield when maxed first which should help your carry in lane and later on. also you rreally only need 1 point in the ball at first to use as a bushcheck/ward/zoing/harass etc and not mainly as harass, same with W.
He's right, Orianna is one of my main supports as she's got fantastic shield (E) and pulse for slow/haste (W) and those should be maxed first, Q is jsut your ward.
Very nice to have tanky mofo with gapcloser (shyvana, lee) that can deliver your ball with W and R, that's usually K.O. for squishies.
Last thing - consider tear of the goddess - i find it extremly good for her, as she usually spams her skills and lot and needs that mana (and it's very cheap as for mana pool and mana regen it gives).
REMEMBER: support is not damage, support is utility and protection
