I mean Bard isn't a very strong damage dealing champion, atleast the build/playstyle I think is most effective on him (tank items), this is obviously because three of his abilities don't deal damage (W, E, R). Where he really shines is in the cc department. With his meeps/auto's he can slow enemies, with Q's he can slow or stun a target or even two targets when being accurate in lane (easier in grouped teamfights) and his R is a stall tool for abilities to come back up (such as Q for more stuns).
Another thing Bard is very good at is making rotations, using your E to port through long walls can save alot of time for the whole team to either get towers before enemies can answer the siege or to collapse for teamfights/escape from teamfights faster than the enemies.
Bard gets fairly tanky mid to late game, his hp sustain gets pretty decent in mid to late game once Spirit Visage gets build. I guess if you really want more sustain you could swap out Spirit Visage for Warmog's but you'd have to adapt your playstyle a bit in that case since Warmog builds require you to go out of the fight after a trade so you can go back to full hp before going back in (compared to staying longer in fights/until the end and then reset by recalling to base), you do lose out on alot of MR by going Warmog's though, also it's not that effective to build Warmog's if an enemy champion builds bork (and is worse if multiple enemies build it), however Warmog's is a good combo with Locket which means you probably wanna build them one after another.
Another item instead of Spirit Visage you could try out is Athene's, which is a pretty strong item by itself, the item makes you alot squishier however it makes your heals on allies alot stronger (not on yourself though).
All in all, he's more of a cc roam god, making the faster rotations to outnumber opponents and keeping enemies stunned as long as possible while your teammates deal all the damage.

I still think that Bard offers less than other supports like Alistar or Lulu but if someone play him well it shouldn't be that hard. Your answer explain me a lot. Thank you again <3.

That's debatable, I agree that Alistar and Lulu both are really strong supports. However every champion has it's own kit and therefore is somewhat unique. For example with Bard you're committing less with your engage (throw Q's from a range) vs Alistar where you commit alot and throw your body into the whole enemy team (W+Q combo).
Everyone has their own champion(s) that they're super good at mostly because of the champions playstyle/kit, it's probably the reason you value Alistar/Lulu more, which is completely fine :3

The exhaust detail about getting team mates to kill easy did convince me to try it again vs ignite.
Have a feeling 10 s is maybe long before ping missing but I am maybe too much traumatized by some bloody Zed mid roaming like hell, should never be that bad bot ... nly ^^

The beautiful part about exhaust is that it's versatile right? Ignite is only offensive and sometimes that won't be helpful in certain situations.
Yeah, I agree that 10 seconds is pretty long, I usually ping it after a couple of seconds, the 10 seconds is more like a thing to reach a wider audience/readers. I mean people in lower elo maybe never ping, or ping late, but in higher elo you'll see pings coming down pretty fast, and if they show back in lane atleast your allies don't have to be worried anymore. I do agree with you though, you usually drop a missing ping after like 3 seconds, it probably takes about 5-10 secs to roam from one lane to the other, depending on boots and rune (waterwalking; 25 ms in river).
