This build is not viable at all. There's some crucial build order mistakes in there but aside from that the thing that bothers me the most is the lack of effort. The guide is way to short and hardly has any information in it at all. In my opinion this just clogs up all the other guides. I might sound harsh and mean but take this information to heart. Improve, experiment, discuss and then proceed to work your *** off. DO these and I'm sure your next guide will succeed.
This statement is completely counter intuitive. Armor penetration works on ARMOR and if they have no armor, this skill has no value besides the pull, which doesn't change when you level it up. Your ability sequence is lacking any thought. your Q is the most important and W is second to that due to the harass and slow that they provide, especially for early game.
As for your item sequence, the comments above say the same thing: your items as a bruiser require some defense. Any top lane is going to beat you just based on your ability sequence and your lack of defense against them. Also your use of the CD boots, while a good choice, isn't the BEST choice. I would recommend ninja tabi or merc treads in almost every situation just because of the defensive capability they give you.
Overall, I understand why you made the guide, but you need quite a bit more work at understanding build sequences and the advantages of skills and abilities before you finish the guide. I'd suggest getting to lvl 30 and trying your build on other players at that level. You'll see why you are getting so many negative reviews after you try a few more. If you need help or want to talk about anything, give me a PM.
However, your build is ineffective, squishy and misplaced. As a top laner you will loose your lane in the first 2minutes of the game because your sustain and defense are abysmally low. Any decent top laner will counter you. If you should win your lane despite all odds - the opponent beeing low level and unskilled - your build will put you - as a highly squishy melee champion that relies on putting 5 stacks on a target in the middle of the battle - to death with the first cc that hits you. Proper Darius play should put some points into defense, take some defensive runes at least, pick up one Doran's Blade and armor/magic resist item early. While lifesteal is good, it makes you very squishy and delays other items when you build a Bloodthirster, you need defensive AD items like Hexdrinker, Phage and Wriggle's Lantern. You are right when you say that AS is good on high AD champions like Darius, but you should never get expensive items like Phantom Dancer and rather put somethink like Trinity Froce or Wit's End in it's place. Lastly he relies on his skills and passive to do the major part of his damage and thus AS doesn't synergize that much with him.
The problem with what your suggesting is that Darius is more of a tanky champion and you're building him like an ADC. Everyone loves being the one who does all the damage but some champions do it differently than others. For Darius, it's all about the ult of course. Double of any item is never a good thing, it's better to balance it out. So in the end, your darius build is a glass canon. When a team fight breaks out, I guarantee that you will be the first one to fall because you need to get in melee range and you have nothing keeping you alive.
