this build is built for those who love to play intresting toons but arent sure how to do it. for the beginning cess is by far one of the weekest in the game, the easy way to handle this play passive until around level 3, if you do you can kill nearly any champion 1v1, this will be a huge advantage for early farm. if you can take the normal lane that is 1v1, cess's team play is ok, but she optimal with this build for soloing. if played correctly you can kill someone with your blast and ignite or blast and picking them off with flash. but until level 3 try to play as passive as you can.
