My suggestions:
Runes: Offer alternative rune setups. I normally go AD marks top for last hitting. Sometimes armor marks depending on matchups. I've never tried MPen marks on him before but will check it out. Seals -scaling armor and flat/scaling health are options depending on game. Glyphs -scaling MR, health, armor, flat/scaling cdr -all options.
Item builds. Both your heavy AD and Heavy AP builds only come up to 20% cdr. You always want to plan for 40% cdr with him because of how his passive works -at lvl 18 you'll be able to stun lock champs constantly. Planning your CDR is key with Taric. If you go scaling cdr glyphs and get 5 from masteries you only need 20% from items. However cdr runes slightly weaken your early lane trading.
Itemization for Taric has gotten better with the new season. Previously if you wanted cdr+defensive stats you had 4 options: FH/IBG (Armor but no health) and SV/Locket (MR/Health but no Armor). So if you're playing vs heavy AD and want both FH/IBG you have to be careful about build order and health as 3 of your core items (boots) have none. Fortunately ohmwrekcer is now a way of getting armor/cdr/health. Jng Taric also has Juggernaut option. It's also good to watch opponent builds. They all going last whisper/pen builds then get items with health over flat armor (warmogs/RO/SFC/FM) if they have multiple botrks or champs that deal % dmg then go heavy armor (FH/IBG/TM).
I've tried zhos before and like the burst but dont feel as tanky and its very situational as it's another high armor item with no health.
In your intro you say: "He has no late game and almost no TF potential.." This is the only thing in the guide I highly disagree with. IMO he scales harder than 95% of the champs in the game. Late game he becomes this very hard to kill tank that can long range point click stun someone every couple seconds, has great aoe burst, a heal, can split push, and 1v3 quite a few champs. You can 1v1 a fed Vayne or Jax late game if your build is right without a sweat. Since I've been playing him top I've had a quadra and 3 triples late game. Late game with Taric is where he truly shines.
Also, I like to max his E out before his Q as his heal is very weak and the E is your main source of peel.
