2. your seals and glyphs are kind of pointless. i would sacrifice 1.26 damage for 6.75 dodge %, granted you are not supposed to be getting hit much, but things never ever go as planned. As for the glyphs i personally like cooldown reduction or magic resistance. I also would go with more armor pen for your quints.
3. As for your starting item, i would go with vamps scepter, but thats just a matter of preference.
4. a really unfair combo for teemo is instead of having heal, is having exhaust, you can blind someone for eternity between that and blinding shot.
overall, its an average build, nothing really new.
