Problems: TEEMODOOM MID:
Pure AP teemo just wont work. He is not bursty in any way and so when his blinding dart is on cd because you haven't built much attack speed or health he is basically just free gold to other champions.
Listing liandrys as situational on AP teemo. He is completely based around poke and liandriys is perfect for that. Not to mention that it makes his shrooms do 12% of their current health as bonus damage.
Lich bane and DFG are mostly designed for bursty people, which teemo is not.

TEEMODOOM TOP:
Basically the same as your first build except both Malady and Nashor's Tooth both dissapear from your final build.
No tankyness on a top laner...

"Beast escape abilities" Not exactly beast, fairly good at most.
"Beast if you know how to play Teemo" That is not a pro in any way. Veigar is beast if you know how to play him, heimerdinger is beast if you know how to play him, even sion is beast if you know how to play him.
"Greater Seal of Ability Power - Gives you extra amount of ap" You don't have that rune.
"assassination" He can't assassinate.
"Beast" I am so sick of you saying beast
"nobody got gold and the time to place wards" Even with your shrooms you should still place wards, they have a much larger vision range, they don't get destroyed and they can be placed from much further away.
"I take Toxic Shot first because it gives the passive damage on-hit and damage over time" That is not reasoning. What about taking your blinding dart first for damage and a blind. What about taking move quick first for movement speed. Give reasons, don't just say what it does.
"can be used for poking (Not recommended)" In what situation should you not use your poke tool for poke and use it for something else? What should you use it for instead?
" Good extra amount of magic pen.
Good item gives you extra amounts of ap, health and mana.
Another good item giving the extra ap, ad, life steal and spell vamp and also the active with gives you a little more burst damage.
Gives 70 ap, 45 magic resist good for versing ap champions and the passive which reduces their magic resist by 20.
Gives you very good mana gen, ap, 20 CDR, 40 magic resist and the UNIQUE passive for even more mana gen.
I won't take this much often but it gives 60 ap, 1000 mana really good for spamming, 10 mana gen, passive gives extra ap for 3% of your maximum mana and the active gives you a very good shield that drains 20% of your current Mana to shield yourself for an equal amount + 150 for 3 seconds and has a 120 second cooldown. But you can only obtain this item by gaining full mana charge on Archangel's Staff" You didn't give any reasons in there...
"Always last hit minions" O RLY
