What is missing:
- Other coding than just colours, like Rabadon's Deathcap coding or coding.
- Runes and masteries section
- Summoner spells section, where you explain why you pick what you did, and what your alternatives are.
- Tactics section, though your ability explanation is already very tactical, a clear chapter about what to do when is also very nice to have.
- Conclusion, always round up your story instead of having a: BAM THE END! Kind of guide :P
What could be better:
* The structure in your ability section, you do not have a clear line between the different abilitys. With a line I mean: A title, some extra space, coding or literally a line :P
I suggest you use most of the tips I gave you, so your guide can improve so much :D

Like the previous comments, I strongly suggest you change the Seals, and the Glyphs into Greater Glyph of Scaling Ability Power, since the two balance out at around level 7. AP runes are typically most effective starting from around level 6 (when you unlock your ultimate) to around..once you have your first full item, generally speaking. In that sense, the Scaling ones would be more beneficial. However, the Quints should stay the same, since the Scaling AP quints' AP is pretty low. Greater Seal of Ability Power really isn't ideal, since the amount it grants is pretty mediocre, as far as runes go. Seals are more "Defensive", meaning seals that grant stats like health or armor are most effective. They would also help you survive against laning opponents. Top laners are typically scaling off AD, and a LOT of them are aggressive.
For your cheat sheet, I strongly suggest you take advantage of the "Build #" system. You have your typical build and situational items, but I think you can split the typical build section into several parts, such as starting items, early game, mid game, late game, and a finished build with JUST the core items. Oh, and Rod of Ages really isn't that good of an item on Teemo, especially when delayed. Try Liandry's Torment. It burns the target, and the early Haunting Guise will help out a LOT, especially when you aren't buying Sorcerer's Shoes. Also, have you tried getting a whole Malady before upgrading boots? Move Quick gives enough speed by itself. Other than that, I think your item build is fine.
On to the actual guide. The tips you have provided along with the skills actually work, but right now it looks like just a big block of text. Most people don't like that, and don't want to read the whole thing. I suggest you go check out a few guides that talks about BB coding, since that will make the guide look a LOT nicer.
Also, some walls of text is the common problem with guides, might want to clean it up with some BB Coding.
Can also see you're not quite done with guide due to not all the chapters, might want to hurry up and do that!
