About the guide & why I chose the Items
I start with the mana first as your Q does a lot of damage without ability power (for the ammount of mana) and the extra mana + clarity allows you to spam your heart away while still being able to stay in lane
I try to get the rod of ages as soon as possible to maximize the effect of its passive but I also want to level the tear of the goddess too
The hat and the litchbane are self explanatory, this build leaves you with around 600-700 AP with lots of health and mana to keep you safe
Now as for your augment, it's really up for you, but I tend to go more for red as it does an additional 30% damage after you hit with your deathray. so say you have 700 ap, you deathray and do 490 and then 30% of 700 is 210 additional damage, on top of your ult(plus its ticks) and Q you'd do about 3940, to a target with no magic resistance... still even half of that (1970) is enough to kill any squishy that tries to get in your way, I'm looking at you ashe!

He attended Zaun's prestigious College of Techmaturgy and led the team that constructed Blitzcrank, a scientific breakthrough that he expected to vault him to the top of his profession. Unfortunately his triumph was usurped by Professor Stanwick, who stole credit for developing Blitzcrank's sentience and later used Viktor's research to revive Urgot. Viktor's appeals for justice fell on deaf ears, and he sank into a deep depression. He withdrew from the College and barricaded himself in his private laboratory, cutting all human ties. There, in secret, he conceived a project for which nobody else could claim credit. Desiring both to revolutionize his field and to eliminate the jealous human emotions which festered inside him, he engineered parts to replace and improve his own body.
When Viktor re-emerged, almost no trace of the original man remained. Not only had he supplanted the majority of his anatomy, but his personality had changed. His previous hope to better society was replaced by an obsession with what he called "the glorious evolution." He saw himself as the patron and pioneer of Valoran's future, a future in which man would renounce his flesh in favor of superior hextech augmentations. Though Viktor's initial appeals were met with heavy skepticism, scientists were confounded by the sophistication of his machinery. By integrating his mind with techmaturgical devices, he had been able to drastically accelerate the progress of his research. His transformation had stripped him of what he perceived as his emotional weaknesses, but there was some lingering residue of resentment against the Professor. Viktor joined the League of Legends to pit his inventions against the greatest opponents Valoran could offer, and to correct any weaknesses or inefficiencies that remained.

Evolving Technology-(Innate): Viktor starts with an item that takes up one of his item slots, the Hex Core ,that provides him with stats and can be upgraded in the store to augment one of his abilities and improve its stats. The Hex Core can only be upgraded once, for 1200 gold, and cannot be sold back to the store.
Hex Core: It grants Viktor 3 ability power per level.
This passive in my book is alright, you lose 1 bag space and the things you can build the hex core into aren't that great, but we make do
Power Transfer (Active): Viktor blasts an enemy unit for magic damage, returning 40% of the damage dealt before reduction as a shield for 3 seconds. Range: 600
Augment: Power (Passive): Power Transfer increases Viktor's movement speed by 30% for 3 seconds. It grants him +3 ability power per level, +220 health and +6 health regen per 5 seconds.
This is Victor's Bread and Butter, low CD, low mana cost, and High Damage, the only down side is the range
Gravity Field (Active): Viktor conjures a gravitational imprisonment device in an area near him, slowing all enemies that pass above it. Whilst under its effect, enemies generate stacks every 0.5 seconds; at 3 stacks the target will be stunned for 1.5 seconds. Cost: 65 mana Range: 625
Augment: Gravity (Passive): Gravity Field has an additional 30% cast range. It grants him +3 ability power per level, +200 mana, +10% cooldown reduction, +5 mana regen per 5 seconds.
This is Victor's Stun/slow, useful in team fights and when being ganked, other than that, not amazingly useful.
Death Ray (Active): Viktor uses his robotic arm to fire a chaos beam that sweeps across the field in a chosen path, dealing magic damage to every enemy it hits. Range: 700
Augment: Death (Passive): Death Ray sets fire to enemies, dealing 30% additional magic damage over 4 seconds. It grants him +3 ability power per level, +45 ability power.
This is Victor's Poke and run spell, great AOE damage and 90% you can poke in and out without getting hit. this can also be use to check bushes, as it gives you vision into them
Chaos Storm (Active): Viktor conjures a chaos storm at the target location, dealing magic damage and silencing enemies in the area for 0.5 seconds. As it churns, the storm deals magic damage every second to nearby enemies for 7 seconds. Activating this ability again while the singularity is active will redirect it. The storm moves faster the closer it is to Viktor. Range: 700
This is his Ult, All I have to say is, Amazing... High Burst damage, Silence and an ignite like dot (as long as it's in range of your target) the closer you are to it, the faster it moves, This is probably my favorite ult in the game
