Yeah it actually is, generally before people become smart and kite. Most mid laners are filled with Casters like Akali, Zed, people who use abilities for damage, and Garen has a silence, which is one of the hardest CCs to these types of champions because they can't use abilities. Just imagine fighting against APCs in the top lane. Jungle Garen is situational but can work. You just need chilling smite to really set up a gank going because Garen doesn't have a legit engage like Malphite does. His clear speed is actually not bad, especially once he starts spinning faster. Hope that answers your questions :)
