if you use exhaust for reducing their speed, galios Q slows them. If you like exhaust so you can run away, his E speeds you up so you can run away. And the fact that your abilities have high CDs, you wont be able to take them down without wasting your ult on one champion.
I dislike your entire item build, and think rylai's is an absolute waste. And sorcerer's boots is DUMB, you want as much Magic resist as possible!!!! Instead of a rod of ages maybe get the abyssal scepter, helps your ap and your mr. Yeah you wont be as tanky, but that is why you need to be fast and get in and out of the battle. you are truly not a tank like rammus or others are because dont have a high dps and you cant really CC like them.
Lastly your whole skill sequence is not possible, you cant put off your W until the end, it literally is not possible. Have you played as galio ever?
