I like to star with an meki pendand for the mana cost to baelful strike.The i imediatly grab tear of the goddes for more mana and mana regen.

I like the magic pen because it is the best when youre playing an offensive AP caster like Veigar,Swain....Then you will be realy needing the mana regen seals and the cooldown reduction glyphs because veigar is realy mana dependend and at the end ability power is esencialy.

I use 11/0/19 for magic penetration,cooldown reduction,mana regen,and mastering the two summoner spells in the respective trees.

When playing Veigar you should be focusing on maxing baelful strkie as teh main damage spell for killing minions or starting teh full combo of baleful strike,primordial burst,event horizon and dark matter.teh maxing second dark matter is teh best way to far creeps from range.I take a single point in event horizon at level 5 for teh stunning efect to initiate the full combo.At the end,max primordial burst at the levels 6,11 and 16.

I take Ignite adn Flash for helping me Scure kill or excape from death situations.Ignite combines well with Deathfire Gasp and flash will help you to get in range to initiate the full combo or to escape from death.
