OK first of all, sorry for my english, im to bad whit this languaje but i want to help u so i go to do my best.
Second, i go to introduce u in a few new items which can help u:
Iceborn gauntlet: If u feel your enemy is running too much from u, u dont have enough mana whit voli, or a combination of all, u need to try this, passive from sheen, plus aoe slow (whit sheen proc), armor and coldown reduction all in 1 item is so good for this guy, especially when u used all your powers and need to keep in place enemys.
Mercurial scimitar: Lot of cc on the other team? no problem, whit this u has a free clease and mini ghost all in 1 click, plus 45 mr (and thanks to the nerf ot this items right now is A LOT of mr), and 60 ad!!! Perfect late game item.
BEST OF ALL FOR VOLI: Zephyr: Check this, 25 ad, 50 atk speed, 10 coldown reduction (someone said toss enemy every second?) and 10 move speed multiplier. Not enough? 35% reduction to stuns, slows, taunts, fears, silences, blinds and immobilizes, hard cc team? whit zephyr no problem XD
Third of all only a suggestion: If u not build another item whit tenacity early in game, i suggest u to build mercury treads, which give u less movement but gives mr and tenacity, which counters one of volys cons.
Fourth: Personally, i build Warmog, Zephyr, Runic Bullwark, and after that is pure situational but u can run more ad or atk speed if u feel u need more damage, or u can go whit iceborn gauntlet for armor, cc, mana and damage, or u can go for Mercurial scimitar if that fkng ap carry is blowing u up, or u can go a more tanky way or debuff whit frozen hearth.

This of course is my opinion and only trying to help u, good luck whit league of legends s3!!!!

to all those who are complaining that my guide is s2, you obviously didn't read the intro (even though I used caps and colors to make it stand out) I have been away from this game for a while. I chose to publish an outdated and incomplete guide so that I could receive CONSTRUCTIVE feedback while I am relearning the game and discovering the changes its gone through.

To NoobyPower, It's good to hear from you too. It would be great to get some help developing a good build, putting it into guide form and getting some real comments.

For now the challenge is finding the right items to build, the way I like to play Voli is to maximize his stats in the following priority HP > AD > AS/MS I try to do this without sacrificing the item utility that helps Voli so much: counter-CC, on hit effects, etc
