Introduction
He is the support with a punch and a hug if you play him right.
As cool as The Journey is. If you are a support you stick next to your Buddy, Get at lvl 3 and max last, only used for escape4s and possible gangs and passing the wall into the enemy base.
Take Caretaker's Shrine first because this can help you lane buddy alive to get more kills on minions and possible kill on a champion.
Take Cosmic Binding secong because obviously this is your only offensive weapon apart from your meeps.
level up Q & W abilities together that way you can keep up teh fight with your lane buddy
Take your ult when you can.

If you don't have flash there's something wrong with you, it's a great utility spell to have.
teleport is great to keep up with your lane buddy when he also has teleport.

heal because support character, it can heal you both or even barrier to push to get that possible kill your laning buddy missed or to tuck your tail and run.

Needs to collect relics to have any effect in team fights

other players need to understand his W i.e. leave the health pods charge

As Bard collects Meeps his passive increases his auto attacks. Here is a list of the buffs his Meep strengthened autos do:
5 Chimes : Meeps apply a 25% slow for 1 second
10 Chimes: Meep attacks deal 25 more damage
15 Chimes: Bard will be able to have 1 more Meep following at once
20 Chimes: Meep attacks deal 25 more damage
25 Chimes: Meep attacks will strike through their target
30 Chimes: Meep attacks deal 30 more damage.
35 Chimes: Meeps will reappear 1 second faster.
40 Chimes: Meep attacks deal 30 more damage
45 Chimes: Meep attacks will slow by 45%
50 Chimes :Meep attacks deal 35 more damage
55 Chimes: Bard will be able to have 1 more meep following at once
60 Chimes: Meep attacks deal 35 more damage.
65 Chimes: Meep attack strike-through cone increases in size
70 Chimes: Meep attacks deal 35 more damage
75 Chimes: Meeps will reappear 1 second faster
