These combined with Doran's Ring should give you 34+15...
This means that Dark Matter strikes almost 160 in LvL 1
Some say that this or that would be better but i stick with the 160 damage in LvL 1

I go with: 20/0/10 because of the AP boost, the CDR(for the Q) and a little bit of SpellVamp(cause u always want that extra SpellVamp)

I start with the Dorans Ring for the damage
Sorc's Shoes for the Magic Penetration
Void Staff(with the masteries the magic penetration goes to 30% and believe me thats ALOT)
Rod of Ages...(the start of the bigger plan)
...W8 for it...Archangel's Staff (for the mana and its passive which in combination with the Rod of Ages is a blast)
Morello's Evil Tome (for the the CDR and the Mana Regen/5 secs)
(Rylai's , RoA or Rabadon's)
Rabadon's DeathCap (something that nobody sees is that Rabadon's increases your current AP for 30% so you gotta take it last and take first the NLR{Needlesly Large Rod} for maximum AP).

I usually go with what my team is...
For example if there are 2 fighters i start with Event Horizon for the support.
If there is a support i start with Dark Matter for the damage
The second is or Dark Matter or Event Horizon
Then I take Q,Q,W,R,E,Q,W,E,R,Q,W,E,Q,R,W,E
and Remember...

I go with Ghost , to catch up with fleeing chickens
and with Clarity , Just in any case that my mana is low..
More Usefull stuff is:
Exhaust: For the same reason you take Ghost.
Heal:even though it's said to be for noobs in early-game its one of the best survival spells
Ignite: For that little extra damage in early-game
Teleport:Cause you kinda slow
NEVER EVER THINK OF THESE:
Surge: WHYYY?????
Cleanse:You'll be stunning them not they you...
Revive:WHYYY?????
Promote: WHYYY?????

That's a build for veig that i think is pretty awesome for him...
