Intro
Lets talk about summoner spells do's and don'ts:-
Exhaust: this spell makes Veigar seem like a hunter as he chases down his prey. Also it helps to escape from enemies especially if you don't have Event Horizon available.
Teleport: we all know that when you are laning and farming you might or will need to return to base to buy an item or even to heal and this will help you get back to defending your tower. Even if you,re mid.(which is recommended) and u need to go top or bot to defend this is your spell.
Clarity: Veigar's skills take, use, require(what ever you want to say) a lot of mana which is not good but with clarity it makes using skills worry free as mana shall be restored! NOTE: that replacing Exhaust or Teleport depends on the team you have so just be aware; tanky team take it over Exhaust; attacking team take it over Teleport.
Ignite: take this if you want kills and I don'y mean a lot of kills, I mean uncountable kills as ignite would finish off the unlucky enemy to face you. know that taking Ignite should replace Teleport because it is an 'attacking' spell.
Others: I shouldn't have to put this but any other spells besides the four above don't show Veigar's full potential and should not be chosen!

I took the standard caster runes but with a little mix up with the Quintessences:-
Mark of Insight: what kind of mage does not take magic penetration....I'll leave it at that!
Seal of Clarity: as mentioned earlier this champion uses a lot of mana with skill casts so this is just t assist with that problem.
Glyph of Force: this was chosen to boost Veigar's power(gradually).
Quintessence of Potency: this is to give that Ability Power boost as the game starts.
Quintessence of Fortitude: Ohhhh come on..who are we kidding...Veigar is squishy(almost like a dog's chew toy) we all know he needs this more than a fish needs water.
Quintessence of force: this gives more A.P. at level 18 than the Quintessence of Potency so i found it very helpful.

Again these are your standard caster items but obviously Warmog's and Deathfire's grasp drawing your attention. Deathfire gives you a bonus skill because of its active and helps when your skills are on cooldown. You could get it before Mejai's Soulstealer and take will of the ancients instead of mejai's but it take it last..catch my drift? when i added Warmog's Veigar's life went from 1800(er something like that) to what it is above so you see the difference..right?
