Introduction
PLEASE remember: Don't think that this is a guide that you MUST follow, cause it isn't, it just to get you started and then you can make up your OWN build and masteries and runes. My rune selection and masteries and build may not be good for you and you can always change it up.
Some abbreviation's you'll see:
AP= Ability Power
CC= Crowd control (status effect)
MP= Magic Penetration
CD= Cooldown
CDR= Cooldown Reducton

For the runes, they're pretty simple.
The Great Mark of Insight are for the extra magic penetration which will make your attacks do more damage.
The Greater Seal of Intellect helps keep you up and running when your mana is low. It goes well with your passive because with the runes, you start off with more mana in the first place, then with your passive, you can also replenish it.
The Greater Glyph of Force is for the extra AP, pretty much self explanatory. More AP = More damage your attacks do.
The Greater Quintessence of Potency is just like your Greater Glyph of Force, extra AP.

I got these items because they fit Veigars need. I start out with Dorans ring for the AP, mana regen, and health. Then I get sorcerers shoes for the movement speed and the magic penetration. Then I get kage's because of the extra 25 ap and the cool passive of giving you an addition 5 gold every 10 seconds! Then I get blasting wand so I can build it into a Void Staff. Then I get a needlessly large rod to build it into a rabadon's deathcap. Then I get Rylai's crystal scepter and Deathfire grasp, then I close my build up with Abyssal scepter.

EXPLANATION
Rabandon's Deathcap: A great item for an AP nuker. It has AP and increases it by 30%.
Rylai's Crystal Scepter: Gives you additional AP and 500 health which helps you survive. Also the passive is that it slows your enemies so it's great for running away and chasing.
Void Staff: A realllllyyyy good item for an AP caster. It has 40% MP and 70 AP!!!
Deathsfire Grasp: 80AP and 15% CDR, thats great! And the active is just as nice: Veigar deals magic damage to target champion equal to 25% of their current health (+4% per 100 ability power) with a minimum of 200 damage. 1 minute cooldown. (750 range), with this you can one shot enemies down!!!
Lich Bane: It's expensive but it is worth it. With bonus speed movement, additional 80AP, 30 magic resist, 350 mana, and a really cool passive, this is your dream come true. Not your enemies of course.
Other Items:
Mejai's soulstealer: 20AP and a great passive if you are doing well in game.

Other Items:

I get Q first for the extra AP when killing a unit. I get E 2nd because it helps in fights and skirmishes beginning game and can turn the tide of a battle. I get W next for the damage and the extra farm. Then finally I get my Q again at levels 4 and 5 and picking up my ult when I can. My skill sequence may look odd but you can do what you want. Sometimes in certain situations, you should get W before E(When your doing well and have alot of AP).
GOOD
Flash: A great spell for chasing AND escaping. Many uses.
Ignite: Greater counter to champions like Dr. Mundo and Vladimir. Also a great item for killing low like targets.
Teleport: A great lane control and getting back to your lane faster spell.
Ghost: Just like flash, you can chase and escape with this.
OK
Clarity: Its ok early game, but your runes and passive should cover it. Plus, it's almost useless end game.
Surge: The AP buff is nice, but it's just not useful enough, and the attack speed really doesn't help Veigar because he is an AP carry.
BAD
Revive: Just no. It has no use and just makes people hate and get annoyed of you.
Everything else is just not useful on veigar or isn't available anymore.

Tips:
Always try to last hit minions with this skill. REMEMBER ITS PASSIVE! This is your first skill in your combo sequence.

Tips:
This is a great burst spell. Always try to use your E to stun your enemies, then use it. Land this on full Hp minions, (early game) auto attack, then use your q.

Tips:
Use this to land your Dark Matter.
You can use this to stun fleeing enemies, or to stun chasing enemies. You can also use this in the midst of a team fight to help an ally get out or to attack without being attacked to turn the tide of a battle.
REMEMBER, SUMMONER SPELLS LIKE CLEANS REMOVE THIS EFFECT SAME WITH SOME ITEMS AND ATTACKS LIKE GANGPLANKS REMOVE SCURRY.

Tips:
This can be used to last hit champions. I have seen a Darius thinking he can kill a Veigar with 1k health when he has full. I saw the Veigar (E) then (W) then (Q) then auto attack 2 times, then ult the surprised Darius. That my friend, is some burst, and your combo.

Tips:
It's a great passive, mostly for the sustain early game.
For farming, you start off with a W then a auto attack then a Q( for the extra AP), notice, only do this when your sure that you won't be harassed in this time. * ASSUMING YOU ARE IN MID LANE *
What ever you do , please, I beg you, not to jungle veigar. My masteries and runes have no spell vamp(there's a difference between spell vamp and life steal). Plus, Veigar is just too squishy and doesn't have the "right attacks for jungleing".
Never, please just never solo top, Veigar is just too squishy and doesn't have the survivability.
Bot lane isn't that bad of a choice for Veigar, he can be protected by a tank, or supported by the support.
Just remember in any case: FARM, FARM, FARM!!!

Veigar is an AP carry or mostly an AP destroyer, his burst is almost unmatched. In team fights, try to stay away from the very center of it and more in the back, try landing your stun and dark matter when you can. But, try not to be ganked by the enemies assassin. If you see some people on their team that are MIA and not dead, call it and be wary. Your job in a team fight is to dish out damage when possible, to pick up kills on fleeing enemies, and get as much kills (for your q) as possible. I mean feed the carry right? Even thought some players get pissed, many more mature players and better players will accept the fact that you ARE the AP carry and need to get as much gold as possible and to get "fed".
