Overall, I think it's decent. I think a new Veigar player who tried your guide would find success. I have some differing opinions (item wise) but our builds are similar. I have all your items in my own guide as either primary or alternative items. So that's a good sign (for both of us.) :) Keep it up!

Early game (first 5 min) I have about 3 creeps with Q and the others with auto-attack. I only last hit which means I never ever auto-attack a minion that can't be killed. Veigar's passive is usually enough, but when I reach lvl 5/6 I use my mana potion (I start with boots, 2 health pots and 1 mana pot). I let my jungler get the first 2 blue buffs but when the 3th appears I claim them. With Doran I find myself not sustainable enough against high harrassing champs as Brand, LeBlanc. When I reach lvl 7 I start to get more and more farm on Q. Oh yeah, almsot forgot, I let the other push me, this because ganks are easier and succesfull gank is worth much more then pushing early game.
