Summoning spells:
I often pick Teleport, good way to defend turrets and get back into the fight, but also to escape from a gank, Veigar isn't the best escape artist so if you're being ganked and you know you have no chance of surviving, use Event Horizon and then cast teleport, having 1 masterypoint in Spatial Accuracy (wich reduces the delay of teleport and decrease it's cooldown) improves you're chance of escaping. If 1 or 2 allies in you're team picked Teleport, then go for Ghost, good escape and chase mechanism.

Second i pick Flash, that's the spell i always choose on Veigar. Veigar is a nuker so people rather hold distance instead of going in alone and face a horrible death, if you're in a lane 1vs1, flash near you're enemy, he's like "OMG gotta move", so he runs off, most of the time towards a turret, first thing you do is Event Horizon make sure he's stunned, Dark Matter then Baleful Strike.

Rune Explanation:
9 Greater Mark of Magic Penetration for atleast some magic penetration, the only magic penetration item i buy is Sorcerer's Shoes.
9 Greater Glyph of Cooldown Reduction 9*0,65 = 5,85 CDR, more cooldown reduction means better nukes, if you nuke once, you noticed that all Veigar's attacks are on cooldown, so that's why i chose some CDR runes.
9 Greater Seal of Mana because if you play safe with Veigar the only thing that sucks is that his spells are quite mana consuming, so some extra mana in the beginning wouldnt hurt. On higher level when you have Archangel's Staff will even give you some extra AP.
3 Greater Quintessence of Ability Power for some flat AP, the main reason i chose these runes is because in early game you want to last hit minions with Baleful Strike, every kill gives you permanent 1 AP. So last hitting minions on lower level with some AP goes easier.

Skill Sequence:
first pick Baleful Strike, just start last hitting minions right away.
second Event Horizon for stunning and harassing you're enemy's, together with balefull strike.
after that pick Dark Matter and you got you nuke combo almost complete, Dark Matter consumes alot of mana so i suggest that you only use it when you need it, and by that i dont mean to wipe some minion, only use it when nuking.
Now you have 3 attacks, only improve balefull strike, after that you go for Event Horizon improving this attack will increase the stun duration.
on lvl 6, 11 and 16 you pick Primordial Burst ofcourse, besides that Baleful Strike has the highest priority, then Event Horizon and last Dark Matter.

Item Explanation:
The first thing you might noticed, is that in my build are a few health items, that's right. Once you've reached lvl 18 and you followed my build you can see that you HP is almost 3000. The main reason i picked some of the HP items is because you wont be targeted as fast when you have only 1900 HP, and that's gonna be you're enemy's demise. With this build you have like 2 times less AP then when you go for a super-nuking-APchampion-that-destroy's-everything-with-one-breath build, and by that i mean the build: Sorcerer's Shoes, 4x Archangel's Staff and 1 Zhonya's'll have around 1100-1300AP with this build. That build is fun but the thing that's less fun is that you're dead in notime. And i guess you dont want to be called feeder.
Sorcerer's Shoes for some magic penetration, you got almost 30% MP if you got the MP runes.
Rod of Ages first item you buy after the shoes, try to get it as fast as possible because of the passive.
Archangel's Staff is a serious AP boost, you'll gain more mana after casting spells. and more mana=more AP!
Zhonya's Ring 120 AP and 25% more AP...sure, you want this one i know it, dream of every AP champion. The active might be only 2 seconds but, it can be lifesaving.
Rylai's Crystal Scepter gives you some health, decent amount of AP and best of all, the slow, might come in handy for chasing or escaping.
and you're last item: Lich Bane, the main reason i picked this on is because of it's passive, i mean...when you're 18 you spam you're attacks constantly, and once in three seconds you get a 100% of AP+AD as physcal damage, lets say you have 500 AP and 100 AD, that's 600 extra (physical)damage.

Play Style:
like i wrote before, Veigar ain't the best escape artist, so what ever you do, do it with caution, play safe, check the minimap often if there are enemy's missing.
Early game:
I prefer to go solo mid with veigar, go to start buy Sapphire Crystal and later a catalyst the protector, up to you to decide if you want to buy boots after catalyst the protector or after Rod of Ages, i prefer to buy boots before Rod of Ages.
Spamming Baleful Strike on minions is very mana consuming, but Veigar has a nice passive: Equilibrium.
Just harass you're enemy now and then with Baleful Strike to keep him a bit at distance, having trouble with that? problem, just play safe, you're well guarded if you just hug the turret.
Mid Game
When a few turrets are destroyed, teamfights will erupt, if you do good with Baleful Strike and by that i mean last hitting minions you should have 60-80 AP without buying AP items. Now you should begin to feel the power of the Tiny Master of Evil. Harassing with Dark Matter is good but be carefull. In teamfights always target 1 person, although you're Dark Matter hits multiple targets, you're Baleful Strike and Primordial Burst wont, now...fighting against AP champions shouldn't be a problem for you, you're Primordial Burst does there amount of AP to them in damage, when you're retreating or chasing use even horizon this attack has quite a long cooldown so use it wisely. You can easily kill the Golem by now, wich gives you an extremely nice buff, mana problems are gone while you have the buff and the CDR will come in handy for sure, kill it when you have a chance to.
Late Game:
so much fun!!! you can one shot enemy champions with a high amount of ability power, they dont stood a chance. You do massive damage against everything and everyone, Dark Matter will hit everything in it's path for over 800 damage, so good way to wipe minions late game. But stay cautious, you might have 3000 health and 500 AP, you have no armor whatsoever so against a quick melee dps with some magic resist you're dead.
If you feel like you dont need the extra health, then i suggest you sell Rod of Ages and but another Archangel's Staff instead, this will boost you're AP to around 700, if you're fighting against champions who bought alot of magic resistance you should buy a Void Staff
