I wouldn't recommend a Lich Bane for Veigar, as the bonus damage is added to your next physical attack and hopefully as veigar you won't be doing much physical attacking at all. I might also get Rod of Ages before the deathcap for some added survivability and a longer time for the rod to build up.
I would go rylai's instead of lich bane for the slow and extra health.
Putting more thought into it and playing more games with the Rylai's instead of Lich Bane...I fully agree. Excellent call there, I am updating my guide to reflect just that. Thanks =)
But as for swapping the rod and cap, I definitely prefer sticking with the cap first. Having that insane AP bonus that early is just too powerful. In cases where the player is having a bit of difficulty farming and limited on the kill/assists, it definitely makes more sense. But of course, this is in the ideal situation type of scenario. =)

Good build. You're right about the cooldown reduction having more affect on your AP than AP runes. I haven't read that on any of the other Veigar builds, but its true. Another thing I never see in Veigar builds is leveling up Dark matter early. It has tons of farming potential early game, and more often than not I end up hitting enemy champions that aren't smart enough to move out of the way.

Yeah, the reason I keep Dark Matter as a secondary focus is because if you level up that Baleful Strike quickly, then getting that vital last shot in is a lot easier and the reduced cooldown makes it a much faster way to just hammer out that AP building. On top of that, Dark Matter as rank 1 does more than enough to wear down the enemies. Thanks for the comment!
