When playing as support take exhaust and flash. In midlane I suggest picking heal, as it provides some sustain. I rarely pick ingite as it has very little range (your skills are far higher range, thus you are not supposed to go so close to put on ignite). However ignite could help if you against Swain and such. In other cases, like when you are against Yasuo or Zed, I suggest taking exhaust as it significantly reduces their damage and burst output.
In mid as well as in bot you try to poke enemy as much as possible. You seek to control lane and get as much farm as you can. You should be able to burst down most of the lane opponents in a situation where you have your spells and they are at around 70-80% hp. I would suggest to her*** enemy in lane, and shove lane into enemy turret so your opponent loses farm under turret. If you force opponent out of lane or manage to kill him, always look for possible objectives, weather it is a dragon, turret or potential kills in other lanes. Remember, you have no real escape so wards are a number one priority!
When you have wards you are much safer in lane, however it is not always possible to stay safe. If enemy jungler approaches hit him with your Q to slow them. If they keep chasing use your E to push him away from you.
There are people who think that Vel'koz lacks cc, however I think that Q slow, E knockup and slow from your ult is a great tool for cc. Every slow helps, especially when a teamfight errupts, so position accordingly, not only for your ult, but for possible cc options.

As a support you are looking to create as much pressure as possible in lane. Always buy wards, (sighstsone is a great option for a first back in this case). Try to poke enemies in order to get stacks off your gold item. However, beware of various hard engages like Blitz grab and similar. You get especially strong at lvl 3 and lvl 6. At lvl 3 when you have all the spells you can try to land E and then Q W. It should create 4 stacks of your passive, which creates massive additional damage. If your carry reacts well in worst case scenario it will force enemy to use spells or back, in best case scenario you will get a kill and most likely summoners.
At lvl 6 you really want to poke enemy bot lane to around 70% and engage them as hard as possible. Landing your E is key here, as if you land it, you can follow up with Q W and your R. This combo, along your passive damage will have a great kill potential. IMPORTANT NOTE, your ultimate is interruptable, so beware when you ult, your position is very important. Another fun fact, your ult ignores all the walls, neither Braum nor Yasuo can stop it. Ever.
