Next time build is being updated:
First off i'd like to say that Viktor isn't the easiest champion out there, in fact he will take some time to learn how to play him.
i will explain more of this later on in pros/cons.
Now for some lore:
Early in life, Viktor discovered his passion for science and invention, particularly in the field of mechanical automation. He attended Zaun's prestigious College of Techmaturgy and led the team that constructed Blitzcrank – a scientific breakthrough that he expected to vault him to the top of his profession. Unfortunately his triumph was usurped by Professor Stanwick, who stole credit for developing Blitzcrank's sentience and later used Viktor's research to revive Urgot. Viktor's appeals for justice fell on deaf ears, and he sank into a deep depression. He withdrew from the College and barricaded himself in his private laboratory, cutting all human ties. There, in secret, he conceived a project for which nobody else could claim credit. Desiring both to revolutionize his field and to eliminate the jealous human emotions which festered inside him, he engineered parts to replace and improve his own body.
When Viktor re-emerged, almost no trace of the original man remained. Not only had he supplanted the majority of his anatomy, but his personality had changed. His previous hope to better society was replaced by an obsession with what he called ''the glorious evolution.'' He saw himself as the patron and pioneer of Valoran's future – a future in which man would renounce his flesh in favor of superior hextech augmentations. Though Viktor's initial appeals were met with heavy skepticism, scientists were confounded by the sophistication of his machinery. By integrating his mind with techmaturgical devices, he had been able to drastically accelerate the progress of his research. His transformation had stripped him of what he perceived as his emotional weaknesses, but there was some lingering residue of resentment against the Professor. Viktor joined the League of Legends to pit his inventions against the greatest opponents Valoran could offer, and to correct any weaknesses or inefficiencies that remained.
Summary?
Viktor went to a college where he led the team that made blitzcrank. A professor stole the credit and Viktor went into a depression locking himself away. here he developed ways to replace human parts with mechanical parts, when he finally came out he had changed and instead of wanting to better society he wanted to have "the glorious evolution"

Pros:
Great damage especially late game
can be fun if doing good
actually requires learning in order to use efficiently
Cons:
Can be confusing
has the hex core in inventory by default so you have no way around it if you dont want it
VERY short range for what he should have
Horrible auto attack animation and damage

Simple the mana regen, health, and ap are very nice for this champion!

this is amazing for Viktor since he needs that extra mana and the hp it gives him is a bonus

I use this for Viktor for the extra damage on death ray along with the ap it adds

one of the most useful items for majority of ap carries if not all, the ap for this item is amazing and is very very helpful!

This isnt required but it is a very good item to have if they are building magic resist
Other options instead of void staff
other options can be the following:

gives you some ap along with granting you magic resist if the other team is building ap
On my masteries i grabbed the ap slots along with magic pen in offense
for the utility i grabbed mana along with mana regen and also increased duration on the buffs!
the ap and magic pen are obvious why i grabbed but for the utility i grabbed mana and mana regen just to help until you grab the rod of ages :D

I grab q first just because it does more damage during early game than the e does!
i personally grab my e at level 2 for more poking options but at the same time if you need it grab w at level 2 and the e at level 4
continue upgrading q and e for damage since you only need the w once just for the stun and slow ability unless maybe going for a support

(Active): Viktor blasts an enemy unit for magic damage, returning 40% of the damage dealt before reduction as a shield for 3 seconds.
Range: 600

(Active): Viktor conjures a gravitational imprisonment device in an area near him, slowing all enemies that pass above it. Whilst under its effect, enemies generate stacks every 0.5 seconds; at 3 stacks the target will be stunned for 1.5 seconds.
Range: 625

(Active): Viktor uses his robotic arm to fire a chaos beam that sweeps across the field in a chosen path, dealing magic damage to every enemy it hits.
Range: 700

(Active): Viktor conjures a chaos storm at the target location, dealing magic damage and silencing enemies in the area for 0.5 seconds. As it churns, the storm deals magic damage every second to nearby enemies for 7 seconds. Activating this ability again while the singularity is active will redirect it. The storm moves faster the closer it is to Viktor.
Range: 700
First off is for clearing minions
This is very simple just try your best to get them lined up and death ray
them, then power transfer
and auto-attack the rest.
now for fighting other champions:
1v1 situation:
W
, then R
, then Q
, and when they run E
to intercept them along with clicking R
to make sure the storm chases!
2v1:
this is similar but not the exact same,
start falling back some and E
them while doing this, lay down W
in the path and then R
them, after that Pick which you want to Q
and follow with another E
Team fights:
Stun the enemies with W
then follow with R
and E
and pick one of them off with Q
this will do a lot of damage to most of the enemies in the area and help your team out GREATLY ;D

Solo lane:
I myself need to try this out sooner or later but people have said he is decent soloing mainly want to stay back with him except when going in to harass and poking with e
Duo lanes!
this is where you should be with him :D
why? Because viktor does damage but at the same time his early game mana isn't that amazing along with the fact he needs the help while waiting for cooldowns, with him you and your laning partner can harass pretty easily

Early game for Viktor in a duo lane is simple try to auto attack minions for last hits and use your Q
to harass, when you get your E
use it to either kill minions or help your harassment if needed.
When your enemies get to close or you and your teamate are about to get the kill throw down your w
to slow/stun enemies and do as much damage with combos autos and your abilities as you can!!!

When your enemies get to close or you and your teamate are about to get the kill throw down your w

here you should have some kills and assists and be decent in how your build is going, still try to cs here and there but try keeping your enemies in check and start pushing your tower if it isn't down by now, after that try to help other lanes with some ganks, throw that stun of yours down behind your oponents and go in for them and do what viktor does best and burst them down!!!
Creep score and what it is:
creep score otherwise known as cs is minion kills,
to get this you must last hit the minion in order to get the cs and gold, now he has a bad auto attack so you need to play a few games attempting to last hit and eventually you will get the timing right! :D
