While I'm not a big fan of Mejai's, Vladimir is one of the few decent users of it. While I almost never suggest this, you may want to go for a Void Staff instead of an Abyssal Scepter because you're not getting Sorcerer's Shoes, so Void Staff generally pays off better for you in the long run. I would also recommend finishing your Merc Treads after your Mejai's and then getting the Hextech Revolver after your Rylai's.
