You need to clean up your grammar, unless your syntax is highly sarcastic & playful.
Secondarily, the cooldown reduction on the runes is rather pointless, aside from a little bit of a better early game; but even at that it's not significant. Perhaps it'll lower your Q to 9 or 10 seconds at level 1, but that doesn't do much at all. You can just purchase 2 items and you'll be at nearly 40% CDR.
Consider revision.

Just don't see whats the difference between this build and a guide that was put together by someone that took time and really explained the subject besides the fact that this doesn't help me at all in my quest to improve my Vlad game. My last comment explains it better.

Um I dont really understand if I am trying to go heavy DPS how would a Warmogs armor and Gaurdians Angel help me towards that goal of having the highest DPS possible on this character. I would rather go something like Staff of Ages or something to put my AP up a bit more.

Also I noticed the guide doesn't really explain any ways to play the character or any way I could improve from looking at this guide.... not to mention it seems like you slapped it together in 5 minutes just to up your Builds number.

I do apprechiate how you explain pretty much any item I could think of in the game and how it effects Vlad. Though its the only helpful thing in the mess of words.
