Introduction
For my marks I normally have Greater Mark of Magic Penetration and really you should not replace these, they are the best for Vladimir.
For seals I take Greater Seal of Vigor. A lot of people have asked me why and my answer is simply that I want to have even more hp/5 regen so I can stay in lane after my kill and sometimes even gank another lane. However, some other good runes are Greater Seal of Vitality and Greater Seal of Armor. Any other seal I would not suggest however you can take them.
For glyphs I take Greater Glyph of Scaling Ability Power. Really the best on Vladimir and a lot of people agree with me on this so... any other choice (other than mana) I suppose is alright but I just see these as the best. If you took Greater Seal of Armor, however; the best choice might be the Greater Glyph of Magic Resist.
For Quintessences I take the new Great Quintessence of Transmutation I think the spellvamp really helps Vladimir, however; the Greater Quintessence of Ability Power is also an amazing choice. If you want hp/5 regen greater Quintessence of Vigor is the way to go, also another good choice. For some mobility Greater Quintessence of Movement Speed is a good choice. So many good choices here, but I highly recommend the ones above.
I take a 21/9/0 route and have found much success vs a 9/21/0 (however this is still a fairly good choice don't out rule it!) and I have pretty much decided that going 9/0/21 is horrific and going 0/9/21 just doesn't give you full potential.
