I would put boots first for harrasment purposes but anyways good build.

I have to agree with Crazy Smurf on the Flat HP runes. At level 5 the HP/lvl ones are better. And also with Will of The Ancients. Spell vamp is almost wrong with Vlad. If you don't use it then you should at least mention it as an alternative item. 80 AP plus Spell Vamp and group aura. Hard to fault that.

However I disagree with him on the CDR/lvl runes. The CDR/lvl runes don't match the flat ones until level 13!! That is far too long to wait for CDR. If you are going to use CDR runes then you need it earlier than that... during the levels of 6-9 optimally. Especially if one takes advantage of the Ionian Boots of Lucidity.

Also Void Staff should be optional only if the majority of their team is stacking MR past like 80 or 90 (i.e. they have Force of Nature or multiple items with MR). Otherwise it is not worth it along with your masteries, runes, and Abyssal. Magic Penetration is applied last to the formula and therefore is not near cost effective. If they only have 60 MR (base of 30 + Spirit Visage for example) then your magic pen is Flat MPen first (8.55 runes) + (-20 from Abyssal) = 31.45 MR. Then subtract the % MPen. 31.45 - 40% = 12.58 or in other words they will still have 18.87 Magic Resist. Oh I forgot... it would be even less than that because of the 15% from the offense tree. But you get the picture. You would be better off getting more AP or getting if you need MPen get the Haunting Guise which stacks with Abyssal Mask. Things that drop your opponents resistance are applied separately. And usually the only people stacking that much MR are tanks... and they should be poked last anyways. Most of them you can kite down.

And I don't like the utility tree with vlad but that is me. But I do miss the small speed boost it offers.

You know. Everything would be cool, however Flat Runes aren't great on Vladimir. Now why?
Vladimir becomes more powerful around level 9-13, and that's when Runes really shine. Your Flat HPs give you a total of ~45 HP, HP per level gives you a bit bigger ammount by level 5... and that's when you start the little harassment. And so for the Glyphs. You gain 6% from Runes + 9% from Masteries, for a total of 15 % from the beggining. Now, when it comes to counting CD for level gives you better results. As it's 9% from Masteries + 0,05% *9 = 0,45 % each level. at level 18 it's 8,1 CD Reduction, and Vlad needs CDR late game to be honest. Also I didn't liked one thing. You go total CDR, why? In total you get 30% with boots, but then... 30% from 3 seconds is 1 Second? And you just wasted the precious slot for Magic Penetration, which is a total kickass with Vladimir. And hey wait, Vladimir with no WoTA? I know, I know. Zhonya's and Abyssal are cool, but with MP Boots and Runes + Utility you get about 400 Move Speed if I'm right, and for god's sake 29 MP. 29 MP + 15 % MP is almost a 90 % Power applied to any squisher/not tanky target. And WoTA heals you like crazy after you get Rylai and Rabadon. Void Staff, mate... Vlad's damage output is incredible with basic items only, you must know it as he's your main. What if your enemies have no MR Tank and they are not stacking it? This item is highly situational. Just to be honest, Sorc. Shoes + WoTA + Rylai, beats almost everything, if you are not getting too cocky. And Sanguine should be levelled along with ToB. Why? ToB gets stronger and stronger each time you use them, but with Spell Vamp, Transfusion healing you for 400 Mid Game there's nothing that can stop you from abusing it. Zhonya is, kinda good, but I find it useful against many Melee DPSes, when I can get myself that 4,5-5 seconds of total invulnerability waiting for me team to just bust them with Hemoplague. And you end with 475 AP right? Your only Aura is Abyssal Scepter which isn't that great. Though I remember combining WoTA and Abyssal, somehow it was busting opponents as I wanted. Your build is highly Tank-Against or just turning your AP damage in True damage, however you will need some cash to get to the point of your time. Also, the more AP you get, the more healing will you recieve, sorry Mate, as Vlad is my main as well, I've seen many of them playing for CDR/True Damage. Still nothing can stand up to Spell Vamp/AP Vladimir.
