This build is focused on items with on proc effect. With this build you will dead massive magic damage with your ulti and your hungering strike (an ulti can 1 shot a carry easily).
So let's get started.
for the runes i go:
-Magic penetration marks : the major part of your damage come from your items that deals magic damage, to be sure to use the full potential of this items you need to penetrate the resistances of your ennemies.
-Flat armor seals : needed for the jungle without these you will be executed on the blue buff.
-Magic resist per lvl glyphs : this is pretty basic , you don't wanna be killed before you land your ulti. Alternative : Attack speed glyphs to clear the jungle faster.
-Flat health quintessences : these will help you sustain in early game

I don't really like the basic masteries like 0/21/9 or 21/0/9 on WW specially because you don't need the full mastery tree on any of them (except maybe defensive) so i go for 9/11/10.
Be sure the 15ù magic penetration in offensive(remember you deal magic damage) and the incread buff duration in the utility. The rest is up to you but i like having some extra armor and magic resist early.

This is where this build is really awesome :
the items are pretty cheap (excepect for bloodrazor) and give you the proc needed plus some magic resist and armor (not that much but it helps)
I start with one cloth armor and 3 health pots (you don't need more so there is no point of buying them)
At your first trip back buy your tier 1 boots and if you got a succesfull gank you can also buy the madred razor but don't uprage it for the moment.
The next item you wnat to buy is Wit's End (start with the Recurve Bow).
Then buy the madred bloodrazor (still starting with the bow)
After that if you are getting dominated you can buy some resistances or health but if you're not continue with Malady.
Then your opponents should fear you and have bought some magic resist for you, this is time for a Haunting Guise !
At this point the game should be over but if not you can buy a frozen mallet for a nice chunk of health and a nice slow if you don't have red.
Optional items : if the team got heavy ad opponents you can go for a sunfire cape (wich will deal extra damage with the passive when on ult)
is they got instead lots of ap champs , banshee's veil is awesome with a nice passive , some magic resist and some health.
you can also buy a guardian angel is you find yourself dieing too much
