Wukong is a great bruiser at top with a very good damage output and an escape way.

Cons:
Hard to use "w" with "s" to juke their whole team twice
Not very tanky early game
Need to be close in order to deal damage

I use armor pen reds because it just work great late-game with 3 ad-scaling abilities.
Flat seals because you will be most likely to fight against another AD bruiser
MR/Lvl glyphs because you rarely fight against AP early game so it benefit better late game.
AD quints because you have 3 AD-scaling abilities

You can go either 21/9/0 or 9/21/0 or 21/0/9, it's all depends on if you want dmg/tanky tanky or Damage/mobility.

Buy either boot or doran depend on who you fight against. If you have trouble laning, you should get lantern or else get a phage and build trinity. Buy either Merc boot or Tabi but I suggest Merc because most team has CCs. You can then get wit end if against Heavy AP or atma. After getting atma, getting warmog or mallet would be a nice choice or if you want damage get BT.

I max E first because it is a great AOE nuke early game and a great farming tool. Q is also good but because enemy won't have a lot of armor early game, it wouldn't really work.

Ignite and Flash because ignite will help you against those sustain top and it work great with your ulti. Flash is essential because who know when will 5 champions gank you.

You always should be the one to initiate because your ulti is freaking good. Target the most squishy one and then nuke them down. You can use w to be invi then jump in with e for the element of surprise.
