Dodge runes and masteries help you harass in lane because the minions will start attacking you when you hit an enemy champion - pretty much guaranteeing you a speed boost from the dodge mastery.
HP regen quints and philo stone let you stay in the lane much longer.
The item build and position in the list depend largely on enemy team (particularly banshee's veil). The above build is a balanced build for use against a balanced team. You will mainly want the tenacity but against teams without much are cc you'd want the cdr and against ad heavy teams you'll want the dodge.
Focus mainly on leveling E during laning phase (for more effective harassment) but keep leveling Q for the cooldown reduction and focus on it after the laning phase. Leveling W at level 3 helps you harass more effectively early and is useful for escaping early ganks (level this first against a jungle Shaco because they often gank while you are still level 1 with red buff).
You can upgrade the philo stone after Wriggle's for a larger HP pool against heavy burst damage teams when you need to be a bit more tanky. Shurelya's is a really underestimated item - cdr and the speed boost are great for Wukong but it is an optional item.
Useful Wukong tips and things to remember:
-use ghostblade
-check for possible ganks in other lanes when your ulti is up (not just your own)
-when possible, time 2 seconds between each ability for sheen procs (can use decoy offensively this way for extra sheen procs when you feel safe)
-cancel R late game when the knock-up is finished and your other cooldowns are back up (more damage than just letting R run)
-use S to fake decoys (doesn't work against auto-attacking carries like Cait etc)
-use E to help escape ganks by charging a minion
-use Q before E when not needing the charge to close distance (to reduce their armour first)
-use ghostblade!
Wukong takes a bit of practice so don't be discouraged if you're still new to the monkeyman.
